The restoration of the Chadakoin Centre building was one of the first revitalization projects undertaken in the West End. It was initiated as a novel partnership between local, municipal agencies and not-for-profit groups, state and federal agencies, and the Gebbie Foundation. The Chadakoin Centre successfully opened as a beautifully restored low-mod housing and office complex on the same day that the Jamestown Savings Bank Ice Arena opened.

The twenty-one million dollar Jamestown Savings Bank Ice Arena was financed and developed by the Gebbie Foundation in partnership with several other local foundations and the County of Chautauqua Industrial Development Agency for the purpose of bringing new life back into the City of Jamestown.
